As Director of Contracting with the Army Contracting Command-Natick, Cheri provided executive level managerial expertise leading a diverse group of military and civilian personnel. She was responsible for the full scope of authority and responsibilities outlined in Federal, DOD, and Army regulations for the planning and execution of mission and strategic goals. These responsibilities included program planning, policy implementation, and leadership for a 100+ employee organization with a $15M operating budget, four geographically dispersed divisions, and the execution and administration for over 4000 contract actions yearly exceeding $11B in contract value.

Cheri managed and directed the full range of contract negotiations, award, modification, management, administration, and termination, encompassing diverse and extremely complex types – including new and advanced concepts. Her organization’s contract platform consisted of R&D, Services, Supply, SBIR, Grants, Construction, and Production programs and included Cost, Fixed Price, IDIQ, Task Order, T&M contract types.

Building a solid reputation of leading and developing an organization recognized as the acquisition center of choice by both public and private sector, she focused on creating steadfast customer relationships that delivered value and return on investment through creating and implementing sound business strategies. By uncovering customer needs, Cheri delivered exceptional customer experiences that created long term, win-win partnerships.

During her government career, Cheri served as a principal procurement official and contracting officer vested with unlimited monetary authority to contract for supplies, services, R&D, and production, exercising responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives, while providing sound business judgment on all contractual actions. She also served as Source Selection Authority and Competition Advocate on numerous programs.
As a result of her customer commitment, Cheri was and remains successful cultivating a collaborative environment that improves business relationships, facilitates planning, and results in sound decisions.
